Vision for Ntcheu

Ntcheu is Malawi’s strategic middle belt district—bordering Mozambique and linking the Eastern, Central, and Southern regions. It is known for its gemstones, terrazzo deposits, and resilient farming communities. Yet despite this potential, it remains under-industrialized and under-resourced.

 

Challenges:

  • Poor value addition in mining and farming sectors
  • Limited cross-border trade infrastructure
  • Sparse youth employment opportunities
  • Unplanned growth in Boma and border towns

Potential:

  • Known deposits of semi-precious stones, terrazzo, and limestone
  • Strong culture of tomato, maize, and livestock farming
  • Cross-border economic potential with Mozambique
  • Rising youth population eager for modern skills and jobs

Core Vision:

  • Unlock mineral-based value chains and formalize local mining
  • Expand mega farms and agro-processing hubs
  • Launch a Smart City in Ntcheu with planned housing, services, and digital zones
  • Build a Cross-Border Economic Corridor with One Stop Border Post
  • Establish the MK500 Billion Ntcheu District Development Fund to fast-track transformation

 

Mining, Gemstones & Terrazzo Development

Challenges:
Ntcheu’s mining is largely informal and unregulated. Local miners lack tools, safety gear, and structured markets. Gemstones are smuggled or sold at undervalued prices, while terrazzo potential remains untapped.

 

UTM Pledges:

  • Formalize gemstone mining in Biriwiri, Lizulu, and Njolomole areas
  • Register 200+ local mining cooperatives and provide licenses, safety gear, and mineral rights
  • Roll out a Small-Scale Mining Support Facility offering:
    • Mining tools and compressors
    • Packaging and polishing units
    • On-site gemstone value-add training
  • Build a Gemstone & Terrazzo Processing Centre at Ntcheu Boma:
    • Gem grading, polishing, jewelry-making studios
    • Terrazzo grinding and packaging for construction
  • Launch an Annual Ntcheu Gemstone Expo to attract buyers and dealers

Investment: MWK 60 Billion
Jobs Created: 3,500 (miners, artisans, processors)
Output: Semi-precious stones (amethyst, garnet), terrazzo blocks
Impact: Local wealth retention, mining formalization, SME growth

 

Livestock, Poultry & Breeding Infrastructure

Challenges:
Ntcheu’s livestock potential is undercut by lack of improved breeds, veterinary services, and structured market systems.

UTM Pledges:

  • Rollout of livestock programs alternating across:
    • Beef and dairy cattle, goats, pigs, sheep, chickens, quail
  • 3 Anchor Ranches in Lizulu, Biriwiri, and Njolomole
  • Vet clinics and training hubs for youth para-vets
  • Egg and poultry hatchery at Mphepozinai
  • Cold rooms and mini abattoirs for meat handling and hygiene

Investment: MWK 45 Billion

Impact: Livelihood boost, youth employment, nutrition improvement

Smart City & Urban Planning

Challenges:
Ntcheu Boma is overcrowded with limited housing, public infrastructure, and digital access.

UTM Pledges:

  • Develop Ntcheu Smart City, including:
    • 2,500 climate-resilient homes with solar kits, clean water, and sanitation
    • Digital civic centre (land services, e-permits, revenue systems)
    • Walkable boulevards, smart lighting, public parks
  • Set up smart villages in Njolomole and Lizulu with solar power, youth markets, and SME zones

Investment: MWK 55 Billion

Impact: Modern living, urban–rural parity, land value appreciation

Tourism, Culture & Recreation

Context & Challenges:
Despite being the historical heartland of the Maseko Ngoni, Ntcheu has not leveraged its cultural assets or strategic location to develop a strong tourism sector. There are no structured tourism circuits, cultural centres, or accommodations catering to heritage visitors or domestic travelers.

Potential:

  • Home of His Majesty the Ngwenyama Gomani, one of Malawi’s most respected traditional leaders
  • Scenic plateaus and hills ideal for hiking and panoramic lodges
  • Cultural pride in Ngoni traditions, music, dance, and regalia
  • Strategic midway stopover for travelers between the north and south

UTM Pledges:

  • Establish the Ngoni Cultural Heritage Village in Lizulu:
    • Traditional homesteads, museum of Ngoni regalia and history
    • Lodges and campgrounds for tourists
    • Annual Ngoni Festival showcasing Ingoma dances, storytelling, food, and crafts
  • Upgrade Biriwiri Hills and Njolomole Viewpoints:
    • Cafés with panoramic views
    • Hiking and cultural walking trails led by youth cooperatives
  • Promote “Ngoni Experience Tourism” including initiation education (Jando), culinary experiences, and bead-making
  • Launch Ntcheu Tourism Brand Campaign: “Land of the Lion King – Home of the Ngwenyama”
  • Train 1,000 local youth in cultural tourism, guiding, and eco-lodge management

Investment: MWK 45 Billion
Jobs Created: 3,000 (tourism guides, heritage managers, artisans)
Visitor Target: 80,000 tourists/year by 2030
Revenue: MWK 15 Billion/year

Infrastructure & Cross-Border Trade

Challenges:
Poor roads and customs facilities constrain trade and mobility. Border trade with Mozambique is informal and underutilized.

UTM Pledges:

  • Build a One Stop Border Post at Biriwiri with logistics park, customs plaza, and SME export sheds
  • Rehabilitate 90km of feeder roads linking farms, mines, and markets
  • Upgrade Ntcheu–Tsangano–Nsipe Road for trade and tourism
  • Extend fibre optic cable to 40 rural centres
  • Install 30 solar mini-grids in clinics, schools, and markets

Impact: Regional trade integration, rural logistics, energy access

Health & Youth Skills

Challenges:
Ntcheu lacks a referral hospital and has limited vocational training options for youth.

UTM Pledges:

  • Build Ntcheu Referral Hospital with maternity, emergency, dialysis, and surgical units
  • Upgrade 5 rural clinics with solar power and water
  • Establish Vocational & Mining Institute at Njolomole for:
    • Gemstone processing, agribusiness, plumbing, construction, digital literacy
  • Girls’ hostels, digital labs, and tool banks

Investment: MWK 40 Billion
Jobs Created: 2,500 (trainers, medics, construction)
Annual Output: 2,000 trained youth
Impact: Health equity, skilled workforce, empowered youth

Environment, Reforestation & Irrigation

Challenges:
Land degradation and tree-cutting for charcoal threaten long-term productivity and water sources.

UTM Pledges:

  • Reforest 10,000 hectares with indigenous and fruit trees
  • Establish Youth-Co-Owned Communal Forests (5,000 hectares) with shared benefits
  • 30 briquette-making co-ops led by youth and women
  • Install 500 solar irrigation kits for dry-season vegetable farming
