Vision for Thyolo

Thyolo is one of Malawi’s most iconic districts — its mist-covered tea estates, rolling green hills, and proximity to Blantyre give it both symbolic and strategic significance. Yet beneath this beauty lies hardship: most residents are landless, underemployed, and disconnected from the wealth their land generates. UTM envisions a new Thyolo — one that reclaims land for productive community use, builds smart towns, revitalizes the tea industry with value addition, and empowers youth as forest and tourism custodians.

Core Vision

  • Expand community-owned mega farms and agro-processing
  • Modernize tea and coffee value chains with Malawian equity
  • Introduce tourism on Thyolo’s hills: lodges, trails, heritage sites
  • Restore forests and co-create youth-owned timber enterprises
  • Upgrade roads, smart town housing, health, and education
  • Launch a MK500 Billion Thyolo District Development Fund (2025–2030)



Mega Farms & Agricultural Transformation

Context & Challenges:
Thyolo’s terrain is rich and fertile, but its people face land scarcity and poor market access. Historic estate systems have left many communities without secure land, limiting commercial agriculture despite strong demand.

UTM Pledges:

  • Establish 8,000 hectares of consolidated farmland in Khonjeni, Goliati, Thekerani for:
    • Irish potatoes, maize, beans, bananas, avocado, macadamia
  • Empower farmers with land access via structured co-ops (20+ ha blocks)
  • Build:
    • Banana and avocado drying plants (Thekerani)
    • Macadamia nut processing unit (Khonjeni)
    • Packhouses and export hubs for regional trade
  • Promote highland irrigation through solar pumps and slope water harvesting

Investment: MWK 110 Billion
Jobs: 6,500
Output: 220,000 MT of high-value produce
Impact: Community wealth from export crops; women/youth-led co-ops emerge

 

Livestock & Animal Husbandry

Context & Challenges:
Despite suitable conditions, livestock systems are minimal. Most keep a few goats or chickens, and improved breeds are rare.

UTM Pledges:

  • Roll out alternating breeds across zones:
    • Goats, beef cattle, pigs, chickens, guinea fowl, quail
  • Launch 3 livestock hubs in Sandama, Thekerani, and Makwasa
  • Build:
    • Mini slaughter unit with hygiene compliance (Sandama)
    • Hatchery for poultry and quail (Thekerani)
  • Provide veterinary extension workers per EPA

Investment: MWK 30 Billion
Jobs: 3,500
Output: Meat, eggs, hides, animal feed
Impact: Enhanced protein access, youth-led livestock business growth

Thyolo’s highland beauty remains untapped. There are no structured hiking trails, lodges, or tourism infrastructure showcasing its landscape, tea heritage, or colonial history.

UTM Pledges:

  • Develop Thyolo Highlands Tourism Belt with:
    • Eco-lodges on the hills
    • Horse-riding, hiking and biking trails to view points
    • Scenic cafés with views across the Shire Highlands
  • Convert historic structures into boutique accommodations (e.g., old colonial stations)
  • Host “Thyolo Green Festival” — tea, music, art, and environmental celebration

Impact: Youth jobs in hospitality; tea-tourism brand; global recognition

Infrastructure & Smart Connectivity

Context & Challenges:
Feeder roads are often washed out. Market access is difficult during rains, and there is low digital inclusion.

UTM Pledges:

  • Upgrade Luchenza–Thyolo–Makwasa Road to full tarmac
  • Rehabilitate 80 km of feeder roads connecting tea zones and farming areas
  • Install fiber internet in Thekerani, Goliati, and Thyolo Boma
  • Establish solar mini-grids at schools, clinics, and markets

Smart Housing & Town Development

Context & Challenges:
Population pressures and poor planning in Thyolo Boma and rural towns have led to congestion, poor sanitation, and youth outmigration.

UTM Pledges:

  • Construct 2,000 smart homes in Thyolo, Khonjeni, and Makwasa with:
    • Solar lighting, water harvesting, sanitation
    • SME corner shops and trading loops
  • Build new Civic Centres and Smart Bomas with:
    • Wi-Fi, digital e-service kiosks, town parks, business incubators

Health, Education & Youth Skills

Context & Challenges:
Thyolo faces high maternal deaths and limited health infrastructure. Its youth lack technical and business skills training centres.

UTM Pledges:

  • Expand Thyolo District Hospital with:
    • Emergency and maternal wards, solar and water upgrades
  • Build a Vocational College in Khonjeni teaching:
    • Tea value addition, forestry, agro-processing, ICT
  • Upgrade 4 rural clinics and roll out mobile health vans

Forestry, Environment & Climate Resilience

Context & Challenges:
Tea estates have displaced forests, and firewood dependency is high. Deforestation continues despite known erosion and climate risks.

UTM Pledges:

  • Reforest 10,000 hectares with indigenous and fruit trees
  • Establish 5,000 hectares of youth co-owned communal forests
  • Build 25 briquette co-ops and pilot 400 solar-powered irrigation units
  • Promote fruit orchard agroforestry (banana, macadamia, citrus)

MK500 Billion Thyolo District Development Fund (2025–2030)

To transform Thyolo from a land of untapped beauty to an engine of rural prosperity, UTM will operationalize a bold MK500 Billion District Development Fund. This fund is not just about financing—it is about dignity, delivery, and decentralization. The Fund will be administered through a professionally-run, politically neutral Thyolo District Development Agency (TDDA) and will channel resources directly to priority projects that uplift livelihoods and local economic ecosystems.
