Vision for Chiradzulu

Context & Challenges

Chiradzulu District is rich in cultural identity, fertile soils, and scenic mountainous terrain. Yet, it faces high population density, declining forest cover, weak rural infrastructure, and limited industrial and vocational opportunities. Youth unemployment is widespread, and the agricultural sector remains small-scale and under-mechanized.

UTMs Vision

UTM will transform Chiradzulu into a horticultural and skills-based growth district. With investments in irrigation farming, processing zones, vocational centres, eco-tourism, and green energy, Chiradzulu will rise as a productive and sustainable contributor to Malawi’s economy.

Core Vision:

  • Champion horticulture and smart agriculture on hill slopes and valleys
  • Reforest Chiradzulu Mountain and build eco-tourism infrastructure
  • Establish agro-processing hubs and value chains
  • Upgrade infrastructure and digital access
  • Fund development through a MK500 Billion District Development Fund (2025–2030)

Mega Farms & Agro-Industrial Processing

Context & Challenges

Chiradzulu’s terrain supports high-value horticulture (vegetables, fruits, herbs), but farming is fragmented, uncoordinated, and lacks irrigation or market access. Post-harvest losses are high.

UTM Pledges

Locations: Mpama, Lisanjala, Malika, Mombezi

  • 7,000 hectares consolidated for horticulture, fruits, herbs, and legumes
  • Solar-powered drip irrigation and cold storage support
  • Anchor farms linked to 2,000+ co-op farmers
  • Fruit drying, canning, and juice processing hubs

Investment: MK 110 Billion
Jobs Created: 6,000
Output: 250,000 MT crops/year
Impact: Higher value exports, rural incomes, SME growth

Livestock & Animal Husbandry

Context & Challenges

Livestock keeping is scattered and unstructured. Breeds are low-yielding. There is no formal meat or dairy industry.

UTM Pledges

Zones: Mombezi Valley, Malika Highlands

  • 20,000 cattle, goats, sheep, poultry distributed via co-ops
  • Vet support, grazing land regeneration, small dairy units
  • Slaughter and dairy processing for meat, hides, and cheese

Investment: MK 30 Billion
Jobs Created: 3,000
Impact: Diversified rural economy, nutrition, youth SMEs

Forestry, Climate & Environment

Context & Challenges

Deforestation of Chiradzulu Mountain has caused soil erosion, stream drying, and biodiversity loss. Charcoal use remains high.

UTM Pledges

Sites: Chiradzulu Forest Reserve, Lisanjala Foothills

  • Replant 8,000 hectares of fast-growing and indigenous trees
  • Youth-led forest co-ops and briquette production
  • Rain harvesting and water conservation infrastructure

Tourism & Cultural Heritage

Context & Challenges

Chiradzulu Mountain and surrounding forests offer trekking, camping, and heritage tourism opportunities, but remain unexploited.

UTM Pledges

Anchors: Chiradzulu Mountain, Mpama Plateau

  • Eco-lodges, forest trails, and mountain biking courses
  • Promote annual mountain festivals and traditional dances
  • Develop youth-led artisan markets and food tourism

Investment: MK 18 Billion
Jobs Created: 1,500
Impact: Youth tourism jobs, district branding, eco-enterprise

Infrastructure & Smart Connectivity

Context & Challenges

Roads to farms, markets, and health centres are unpaved. Power supply and digital access are minimal.

UTM Pledges

Corridors: Mpama–Chiradzulu Boma–Malika, Feeder Roads

  • 100 km rural road tarmacking and bridge upgrades
  • Fibre broadband to 50 centres
  • Solar grids for schools, clinics, markets

Smart Housing & Civic Infrastructure

Context & Challenges

Rural areas lack planned housing, clean water, and civic infrastructure.

UTM Pledges

Locations: Chiradzulu Boma, Lisanjala, Mpama

  • 2,000 climate-smart houses with sanitation and solar
  • SME zones and civic e-service centres
  • Public Wi-Fi and street lighting in centres

Health & Skills Development

Context & Challenges

Limited access to advanced healthcare and vocational training.

UTM Pledges

Sites: District Hospital, Skills Centres in Mpama and Boma

  • Upgrade district hospital: surgical, maternal, diagnostics
  • Build vocational training institutes (agro, ICT, construction)
  • Mobile clinics and telemedicine linkages

MK500 Billion Chiradzulu District Development Fund (2025–2030)
