Vision for Dedza: The Highlands of Opportunity

Context & Challenges

Dedza, perched on Malawi’s central escarpment and bordering Mozambique, is rich in cultural heritage, fertile soils, and scenic mountains. However, infrastructure remains poor, value chains are weak, and young people lack opportunities. Artisanal talent goes unsupported, agro-processing is minimal, and roads to neighbouring trade hubs are dilapidated.

UTMs Vision

Under UTM leadership, Dedza will be transformed into a thriving district of eco-farming, artisan enterprise, tourism, and strategic logistics — powered by youth energy, digital infrastructure, and cross-border trade.

Core Vision:

  • Expand irrigation farming and export-certified processing
  • Build artisan, pottery, and cultural industry value chains
  • Improve roads, logistics and urban centres
  • Green Dedza with large-scale forestry and climate investments
  • Funded by a MK500 Billion Dedza District Development Fund (2025–2030)

Mega Farms & Agro-Industrial Processing

Context & Challenges

Despite Dedza’s altitude and fertile valleys, agriculture is heavily rain-fed, limiting its potential. There is no large-scale cold storage, agro-processing, or export facility despite proximity to Lusaka and Maputo routes.

UTM Pledges

Locations: Linthipe, Bembeke, Mayani Plains

  • 12,000 hectares under modern irrigation (potatoes, maize, soya, vegetables, apples)
  • Anchor mega farms linked with co-ops of smallholder farmers
  • Gravity-fed and solar irrigation from upland catchments
  • Cold storage, drying and export packaging centres

Livestock & Animal Husbandry

Context & Challenges

Livestock numbers are low and quality is inconsistent. There is no organized dairy or meat value chain, and veterinary coverage is poor.

Zones: Kachere, Lobi, Golomoti

  • 20,000 livestock through anchor ranches (goats, pigs, dairy cows)
  • Community AI & mobile veterinary services
  • Dairy hubs at Kachere and milk processors
  • Compost models for manure use

Tourism, Arts & Culture

Context & Challenges

Dedza is home to Malawi’s only UNESCO World Heritage Site and globally recognized pottery artisanship. Yet the tourism and creative economy remain underdeveloped — with poor infrastructure, minimal marketing, and weak value chains. Cultural richness, including Ngoni and Chewa traditions, is not leveraged for economic benefit.

Anchors: Chongoni Rock Art, Dedza Pottery, Dedza Mountain, Bwanje Forest, Golomoti

  • Upgrade Chongoni UNESCO Site with signage, guided trails, and a modern interpretive museum
  • Expand Dedza Pottery into a full-fledged Creative Industries Hub with global export branding
  • Build eco-lodges, sculpture parks, hiking and biking routes on Dedza and Kachere Mountains
  • Host an annual Highland Creatives Festival” showcasing art, theatre, and traditional performance
  • Establish Ngoni and Chewa Cultural Villages with curated dance, music, and storytelling programmes
  • Support woodwork and artisan cooperatives in Golomoti, including youth and women-led ventures

Infrastructure, Border Trade & Connectivity

Context & Challenges

East-west road links are crumbling, border systems are slow, and townships lack digital and energy infrastructure.

  • Toll-grade upgrade of Dedza–Lilongwe Highway
  • Full reconstruction of Dedza–Salima trade corridor
  • 120 km of rural feeder roads
  • Fibre-optic broadband in 60 public hubs
  • Solar mini-grids for schools, clinics, and markets
  • Expedite clearance and customs systems at the Dedza Border Post
  • Establish expedited customs handling at the One Stop Border Post to streamline and fast track trade
  • Develop a Special Economic Zone (SEZ) for agro-processing and export logistics

Context & Challenges

Unplanned growth, poor sanitation, and unaffordable housing constrain urban transformation in Dedza.

Context & Challenges

Dedza lacks advanced healthcare services and its youth migrate due to few vocational opportunities.

  • Expand hospital with ICU, digital maternity registry, oxygen plant
  • Vocational college for artisanship, solar, agro-processing
  • Digital library and girls’ school in Bembeke

Context & Challenges

Clay, stone and other resources are used informally with no coordinated quarry zones.
