Vision for Likoma: The Island Jewel of Malawi

Context & Challenges:
Likoma and Chizumulu islands are some of Malawi’s most naturally beautiful and culturally rich locations, yet they remain among the most underdeveloped. Poor connectivity, limited basic services, and isolation from national programs have held the district back. Young people face unemployment, and most economic activity is informal or subsistence-based.

UTMs Vision:
To reimagine Likoma as a world-class island economy—blending tourism, blue economy, and smart island living—with empowered communities in Mbamba, Chizumulu, Mtengula, and Boma zones. Likoma will rise as Malawi’s island jewel—globally recognized, digitally connected, and locally owned.

Tourism, Culture & Global Island Branding

Targeted Areas: Cathedral Zone, Mbamba Bay, Mtengula Cliffs, Island Highlands, Chizumulu, Boma Waterfront

Context & Challenges:
Likoma has a unique natural and cultural offering—from the grand St. Peter’s Cathedral to the cliffs of Mtengula and the tranquil beaches of Mbamba and Chizumulu. However, tourism infrastructure is sparse, and the island has little capacity to host international visitors or events.

UTM Pledges:

  • Develop eco-luxury attractions like the Mtengula 18-hole Golf Course and waterfront boardwalk from Boma to Mbamba
  • Build two boutique casinos licensed to support community revenues
  • Establish the “Likoma Rising Festival” to brand the island globally
  • Develop heritage-based tourism around St. Peter’s Cathedral

  • 100,000 tourist arrivals by 2030
  • MWK 25B in annual tourism revenue
  • 6,000 jobs in construction, hospitality, and cultural industries

Transport & Strategic Connectivity

Targeted Nodes: Likoma Port, Likoma International Airport, Boma-Mbamba ferry hub, Chizumulu water taxi points

Context & Challenges:
Lack of reliable access has kept Likoma economically sidelined. The unfinished port and poor flight frequency limit mobility for goods, people, and services. Chizumulu residents face even steeper transport challenges, with no formal service links.

UTM Pledges:

  • Complete the Likoma Port with customs, cargo, and duty-free incentives
  • Extend and modernize the Likoma International Airport for regional charters
  • Introduce a reliable ferry system connecting Boma, Salima, Nkhata Bay, Mangochi
  • Register boat taxis serving Chizumulu and outer bays
  • Lay fibre optic cable across Likoma and Chizumulu
  • Power docking points and tourist hubs with solar mini-grids

  • 2,500 new jobs
  • Year-round access and connectivity
  • Enabled digital economy and export trade

Aquaculture & Blue Economy

Zones: Calm waters between Chizumulu and Likoma, Inner Bays, East Shoreline

Context & Challenges:
Likoma’s waters are among the clearest and most biodiverse in Africa, yet most fishing remains traditional and unscalable. Artisanal fishers lack access to modern techniques, cold storage, and markets. Opportunities like seaweed farming remain untapped.

UTM Pledges:

  • Establish 15 cage farms in calm zones between Likoma and Chizumulu
  • Build a fish processing hub near Likoma Port
  • Create artisanal fisheries training centres in Mbamba and Chizumulu
  • Launch 25+ women-run fish co-ops across Boma, Mtengula, and Mbamba
  • Pilot seaweed/algae farming along the East Shoreline

  • 4,000 jobs (40% women)
  • 15,000MT fish output
  • Fish value chains for hotels, air freight exports, and SADC markets
  • Coastal conservation and sustainable lake economy

Smart Housing & Island Planning

Locations: Mbamba, Boma Hillside, Chizumulu

Context & Challenges:
Most housing in Likoma is informal, unplanned, and energy-poor. Chizumulu is particularly vulnerable to overcrowding, while Mbamba and Boma Hillside lack market access and civic infrastructure. Without intervention, unregulated development will harm the island’s fragile ecosystem.

UTM Pledges:

  • Build 2,000 eco-smart homes in Mbamba, Boma Hillside, and Chizumulu
  • Develop market loops in each housing cluster with solar power and waste systems
  • Redesign Boma as a walkable, Wi-Fi connected civic and tourism centre
  • Construct a central Island Civic Centre to serve both islands

  • 2,500 construction and service jobs
  • Dignified living for civil servants and SME operators
  • Local economic hubs in housing zones
  • Smart, clean, inclusive island development

Health, Education & Digital Services

Sites: Likoma District Hospital, Chizumulu Health Post, Skills College Campus

Context & Challenges:
Healthcare remains a major gap, with pregnant women, infants, and emergencies facing high risks. Youth have few post-secondary options, and most schools lack internet or digital tools. Chizumulu is even more underserved.

UTM Pledges:

  • Expand Likoma Hospital: maternity, emergency, oxygen plant, telemedicine
  • Upgrade Chizumulu Health Post
  • Establish a Skills College with boat mechanics, tourism, digital media
  • Build a Girls’ Boarding School and e-classrooms

Impact:

  • 1,800 health and education jobs
  • Reduced maternal mortality
  • Skilled local workforce for hospitality, transport, and fisheries
  • Digitized public services

Environment & Resilience

Sites: Island Forests, Shoreline Buffers, Mbamba and Chizumulu Communal Zones

Context & Challenges:
Likoma faces growing pressure on its environment from deforestation, unregulated waste, and climate shocks. Communities in Mbamba and Chizumulu face soil erosion, reduced biodiversity, and food insecurity.

UTM Pledges:

  • Reforest 5,000 hectares with fruit and indigenous trees in communal zones
  • Launch a school-based Island Climate Literacy Program
  • Roll out compost systems and solar irrigation for gardens
  • Pilot waste-to-fertilizer schemes in markets and fish zones

Impact:

  • Zero-deforestation island model
  • Eco-literate youth across Chizumulu and Likoma
  • Local food security and clean shoreline preservation

MK500 Billion Likoma District Development Fund

Coverage: All targeted zones — Mbamba, Mtengula, Boma, Chizumulu, Cathedral Zone, etc.

Context & Challenges:
Likoma has long depended on donor and church investments. Without a dedicated district development vehicle, projects have lacked coordination, transparency, or scale. Island priorities have often been overlooked in national planning.

UTM Pledges:

  • Capitalize LIDA with MK100B/year (2025–2030)
  • Use real-time dashboards for spending transparency
  • Enforce 60% local procurement; 30% youth jobs
  • Scorecards at Boma town halls and Chizumulu civic meetings

Strategic Priorities:

  • Finish port, airport, and tourism infrastructure
  • Fund SME loops, ferry systems, and housing zones
  • Electrify the island with solar
  • Build fibre and youth training systems
