VISION FOR NKHATA BAY

Context & Challenges: Nkhata Bay is one of Malawi’s most naturally beautiful districts, but remains largely underdeveloped despite its strategic location along Lake Malawi. Inadequate infrastructure, limited port capacity, poor connectivity to inland areas, and underutilized resources in aquaculture and tourism have hindered inclusive economic growth. Youth unemployment is high, and rural areas like Thoto, Mpamba, and Mzenga lack access to productive livelihoods and services.

UTMs Vision: From Chintheche to Usisya, and inland through Mzenga, Mpamba, and Thoto, UTM will unlock Nkhata Bay’s potential as a lakeshore economic powerhouse. Anchored in tourism, aquaculture, cassava and rubber value chains, logistics and smart infrastructure — this is a district where the blue economy meets bold vision.

TOURISM REVITALIZATION – CHIKALE, CHINTHECHE, USISYA

Context & Challenges: Despite scenic beaches and cultural heritage, tourism in Nkhata Bay remains informal, with limited hospitality infrastructure and promotion. Key towns lack modern resorts, budget options, or structured waterfront activities.

UTM Pledges:

  • Build 3 coastal resorts (1 each in Chikale, Chintheche, and Usisya)
  • Establish 10 eco-lodges and 10 budget backpacker hostels
  • Rebuild and modernize the Nkhata Bay Port and Promenade into a lakeside tourism zone with:
    • Restaurants
    • Cultural & arts markets
    • Water taxis and ferry routes to Likoma
    • Marina for private boats
  • Digitally map 20 cultural and natural heritage sites

AQUACULTURE & BLUE ECONOMY – USISYA, KACHERE, CHIKALE, MPAMBA

Context & Challenges: Lake Malawi’s rich aquatic resources are underutilized, and traditional fishing faces declining yields. Inland areas lack access to hatcheries or fish feed, while fishers lack modern equipment and processing capacity.

UTM Pledges:

  • Deploy 100 large cage units across Usisya and Kachere Bays
  • Construct a district hatchery in Mpamba (10M fingerlings/year)
  • Build a fish processing plant in Chikale (10MT/day capacity)
  • Establish 200 community fish ponds in Thoto, Mzenga, and Tcharo
  • Provide sustainable fishing training to 1,000 fishers

CASSAVA & RUBBER INDUSTRIALIZATION – MZENGA, CHINTHECHE, TUKOMBO

Context & Challenges: Nkhata Bay is Malawi’s leading cassava producer, but farmers lack access to processors and markets. Rubber plantations have declined, and value-addition is minimal.

UTM Pledges:

  • Distribute improved cassava varieties to 10,000 farmers
  • Provide mechanization support and training
  • Build cassava starch plant in Mzenga
  • Revive rubber estates in Chintheche and Tukombo
  • Construct latex processing plant in Mzenga
  • Set up aggregation centers in Mpamba and Luwazi

MEGA FARM INITIATIVE (5,000 HA) – THOTO PLATEAU, MZENGA VALLEY

Context & Challenges: Fertile land in Thoto and Mzenga is underutilized. Farmers operate on fragmented plots without irrigation or market access.

UTM Pledges:

  • Allocate 5,000 hectares of consolidated farmland
  • 2,000 ha in Thoto, 3,000 ha in Mzenga
  • Develop solar-powered irrigation systems (2,000 ha)
  • Build on-site storage and processing hubs
  • Introduce livestock and agroforestry models
  • Link 5,000 smallholders under outgrower contracts

INFRASTRUCTURE & SMART DEVELOPMENT

Context & Challenges: Roads to Usisya and inland villages are poor, solar and internet penetration is low, and the current port lacks modern logistics facilities.

UTM Pledges:

  • Rebuild & tar 80 km Nkhata Bay–Usisya Road
  • Upgrade 150 km of feeder roads in Mzenga, Thoto, Luwazi, Tcharo
  • Install 40 mini-grid solar systems in trading centers (e.g., Mpamba, Tukombo)
  • Lay 100 km of fibre-optic broadband
  • Construct a modern Smart City Terminal at the Port with:
    • Passenger and cargo dock
    • Public bus station
    • Modern marketplace
    • Destination tourism architecture
    • Marina with docking and leisure services

SOCIAL HOUSING

Context & Challenges: Most lakeside and inland communities live in inadequate housing with poor planning and infrastructure. Nkhata Bay Boma and Chintheche have rising population densities.

UTM Pledges:

  • Build 5,000 homes:
    • 2,000 eco-houses in Nkhata Bay Boma
    • 2,000 mid-range homes in Chintheche, Usisya, Luwazi
    • 1,000 serviced units in Mpamba and Mzenga
  • Develop 10 planned settlements with full services

HEALTH & EDUCATION

Context & Challenges: Limited vocational training, hospital congestion, and high youth unemployment persist. Skills in aquaculture and ICT are not widely available.

UTM Pledges:

  • Expand Nkhata Bay District Hospital (trauma + diagnostics)
  • Build 2 vocational training centers (Chintheche, Mzenga)
  • Launch mobile technical colleges & hostel programs
  • Train 10,000 youth annually in:
    • ICT
    • Aquaculture
    • Agro-processing

ENVIRONMENT & GOVERNANCE

Environmental Sustainability Context & Challenges: Lakefront pollution, deforestation, and reliance on charcoal threaten long-term ecological health.

UTM Pledges:

  • Install 10,000 clean cookstoves
  • Establish 15 renewable energy cooperatives
  • Launch “Clean Lakefront” campaigns in tourism towns
