NSANJE

UTM District Manifesto 2025 | NSANJE DISTRICT

“Nsanje Rising: Where the River Ends, and Malawi’s Transformation Begins.”

“UTM will transform Nsanje’s unique geography—from flood-prone plains to mineral-rich highlands—into a hub of resilience, cross-border trade, irrigation farming, and climate-smart development.”
— Dr. Dalitso Kabambe, UTM Presidential Candidate 2025

Vision for Nsanje

Nsanje is Malawi’s southernmost district and a strategic frontier zone at the mouth of the Shire River. Known for the Lower Shire Valley, intense flooding, and the Shire–Zambezi waterway potential, Nsanje has long suffered marginalization despite abundant land, water, and mineral potential. UTM envisions a new Nsanje: an economic and logistics gateway for Malawi and SADC, anchored by agriculture, mineral beneficiation, improved infrastructure, and a resilient local economy.

Core Vision:

  • Harness Lower Shire Valley for mega irrigation agriculture and aquaculture
  • Establish Special Economic Zones and a revived Nsanje Inland Port
  • Develop climate-resilient infrastructure and flood-proof housing
  • Commercialize livestock, cotton, and horticulture along the Shire plains
  • Allocate MK500 Billion over 5 years through the Nsanje District Development Fund

Mega Farms & Agricultural Transformation

Context & Challenges:
Recurring floods, poor road access, and limited mechanization have hindered agriculture. Yet Nsanje has vast arable land, a perennial river, and year-round growing potential.

UTM Pledges:

  • Rollout 15,000 hectares of consolidated farmland in Bangula, Nsanje Boma, and Nyachilenda
  • Priority crops: cotton, rice, maize, sugarcane, tomatoes, and onions
  • Irrigation from the Shire River and borehole-fed solar drip systems
  • Cotton ginnery modernization and tomato paste mini-factory
  • Structured land consolidation and co-op-driven farming contracts

Investment: MWK 140 Billion
Jobs Created: 8,500
Output: 300,000 MT/year
Impact: Year-round farming, export-ready cotton and vegetables, and climate resilience

Livestock & Animal Husbandry

Context & Challenges:
Cattle, goats, and chickens are widespread but poorly managed, with high disease rates and lack of formal marketing.

UTM Pledges:

  • Anchor livestock centres in Bangula and Nsanje Boma
  • Livestock mix: goats, beef cattle, pigs, chickens, and guinea fowl
  • Mobile vet clinics and pasture improvement on flood-safe zones
  • Dairy collection points, mini abattoir and poultry hatcheries
  • Youth herder cooperatives with animal health and feed training

Investment: MWK 40 Billion
Jobs Created: 4,200
Output: Meat, milk, eggs, hides
Impact: Formal livestock economy, improved nutrition, youth ownership

Mining & Industrial Development

Context & Challenges:
Nsanje hosts mineral deposits including gypsum and phosphate, critical for fertilizer production. These remain largely untapped and informally exploited.

UTM Pledges:

  • Geological mapping of gypsum, phosphates, and sand-rich hills
  • Establish a fertilizer blending and gypsum processing unit
  • Small-scale mining training and formalization of existing extractors
  • Launch Nsanje Industrial Hub within the Special Economic Zone (SEZ) near the border
  • Attract investors for eco-friendly mineral processing and packaging

Investment: MWK 60 Billion
Jobs Created: 3,500
Output: Fertilizer blends, processed gypsum, bricks
Impact: Fertilizer cost reduction, industrial jobs, formal mining

Trade, Transport & Border Economy

Context & Challenges:
The much-anticipated Nsanje Inland Port remains unused, and border trade with Mozambique is largely informal and poorly serviced.

UTM Pledges:

  • Revive the Nsanje Inland Port with cross-border waterway agreements
  • Establish a One-Stop Border Post (OSBP) at Marka with customs and logistics terminals
  • Designate Nsanje as a Special Economic Zone (SEZ) with tax incentives for agro-processing and light manufacturing
  • Construct a logistics and trucking hub at Bangula
  • Modernize the Nsanje–Bangula–Blantyre rail and road link

Investment: MWK 120 Billion
Jobs Created: 5,000
Output: SADC export corridor, logistics services
Impact: Formalized trade, tax revenue, and a cross-border commerce boom

Climate Resilience & Smart Infrastructure

Context & Challenges:
Frequent floods destroy homes and roads, while seasonal isolation hampers service delivery.

UTM Pledges:

  • Build 50 km of flood-proof raised roads between Bangula, Nyachilenda, and Marka
  • Install culverts, elevated bridges, and embankments on key routes
  • Solar mini-grids in 40 trading centers for lights, refrigeration, and internet
  • Reinforce riverbanks with green engineering (vetiver, bamboo, stones)
  • Digital network expansion with fibre rollout across schools and markets

Investment: MWK 90 Billion
Jobs Created: 4,200
Impact: Flood resilience, reduced isolation, digital access

Smart Housing & Civic Centres

Context & Challenges:
Traditional mud homes collapse during floods, and town centres lack planning and clean amenities.

UTM Pledges:

  • 2,000 climate-resilient homes in Nsanje Boma, Marka, and Bangula
  • Elevated foundations, solar kits, clean toilets, and water harvesting systems
  • Civic Centre with digital ID services, public Wi-Fi, e-health registry
  • Smart village pilots in Nyachilenda and Tengani with SME zones and community ICT points

Investment: MWK 35 Billion
Jobs Created: 2,300
Impact: Safer homes, planned towns, service delivery upgrade

Health, Education & Skills Training

Context & Challenges:
Floods frequently disrupt health services. Youths lack training centres in Nsanje.

UTM Pledges:

  • Expand Nsanje District Hospital with flood-proof wards and maternity wing
  • Mobile health clinics for flood-affected zones
  • New Vocational Skills College in Bangula focusing on:
    • Agribusiness & irrigation
    • Mining and fertilizer handling
    • Cross-border trade and logistics
    • Renewable energy and ICT
  • Girls’ dormitory and digital training hubs

Investment: MWK 40 Billion
Jobs Created: 2,000
Annual Output: 2,500 skilled youth
Impact: Resilient healthcare, job-ready youth

Environment, Reforestation & Irrigation

Context & Challenges:
Deforestation, flooding, and poor water retention worsen agricultural risks.

UTM Pledges:

  • Reforest 12,000 hectares with flood-buffer trees and bamboo groves
  • 40 youth-led briquette co-ops to replace charcoal
  • Construct 500 solar-powered irrigation units on mega farms
  • Create 5,000 hectares of youth co-owned communal forests for sustainable timber harvesting
  • Agroforestry integration on degraded slopes and embankments

Investment: MWK 20 Billion
Jobs Created: 1,200
Impact: Reduced deforestation, eco-livelihoods, food security

MK500 Billion Nsanje District Development Fund (2025–2030)

Management: Nsanje District Development Agency (NDDA)
Annual Allocation: MWK 100 Billion
Delivery: Through local SMEs, youth co-ops, and priority investments across agriculture, logistics, housing, mining, and digital infrastructure.
