SKC’s most impactful contribution to Malawi’s development discourse was his relentless advocacy for Mindset Change. He believed poverty, corruption, inefficiency, and poor service delivery were symptoms — but the real disease was a broken mindset.

As Minister of Public Sector Reform, SKC:
- Introduced performance contracts for Principal Secretaries and parastatal heads.
- Championed digital systems to eliminate inefficiencies and ghost workers.
- Advocated for merit-based appointments and clean recruitment.
- Demanded punctuality, accountability, and output in all government departments.
